AB-389 Substance use disorder treatment: peer navigators.(2019-2020)

As Amends the Law Today


 Section 11757 is added to the Health and Safety Code, immediately following Section 11756.8, to read:

 (a) (1) The department shall either establish a pilot program or expand an existing pilot program, as determined by the department, for purposes of measuring the efficacy and cost avoidance of utilizing trained substance use disorder peer navigators and behavioral health peer navigators in the emergency department of an acute care hospital, as defined in subdivision (a) of Section 1250.
(2) A peer navigator, as described in paragraph (1), shall screen and offer to patients, if appropriate, intervention and referral to services, including substance use disorder treatment programs and behavioral health services.
(b) An acute care hospital may be eligible to receive funding under the pilot program to fund peer navigator positions.
(c) The department shall investigate and apply for federal funding opportunities and non-General Fund sources to support the pilot program.
(d) (1) The department shall design an evaluation of the pilot program, as specified in this section, to determine the following about patients referred to services:
(A) Whether they experience a decline in subsequent emergency medical services or hospital inpatient services.
(B) Whether they remain in treatment or show an improvement in health outcomes.
(2) The department shall evaluate whether the pilot program, as specified in this section, results in a savings to the Medi-Cal program or any other payment sources that are identified by the department.
(e) This section shall be implemented only if funds for this purpose are appropriated in the annual Budget Act.
